Marking as complete since the basic goal has been complete. Will need to revisit once site is rewritten.

Added a documentation.txt to the repo with the bare minimum instructions on how to push to our static site hosting provider. Needs some more instructions on how to propose changes, and ultimately needs permissions figured out for who can approve pull requests.

Well actually, might just be better to get the site redesigned first, then get documentation figured out.
